Oil is drawn into the housing to lubricate the cable and gear set. It normally drains back down when the bike is not going forward under power. My 98 does the same thing. Can't figure out quite how to cure it short of going without it. My impression is that the case has lots of internal pressure, forcing the oil to stay in the cable and collect there. When too much builds up, it is going to leak out somewhere. Hd crankcases are vented, considering drilling and tapping mine to run an S&S version of the vent. Might help, probably won't hurt it any.
